Gjithashtu, pёrcaktohet njё juri. Detyra e jurisё ёshtё tё pёrzgjedhë fituesit e çmimeve. Normalisht, juria duhet tё sigurojё ndёrshmёri, drejtёsi, e vendime jo tё motivueshme politikisht dhe çmimi duhet tё bazohet nё opinionin e pёrbashkёt tё jurisё. Shpesh, ka njё listё kriteresh tё paracaktuar, dhe shpesh bazohet nё njё shkalle nga 0-5. Nё kёtё mёnyrё, jurisё nuk i nevojitet tё punojё si grup, por thjeshtё tё japё çmimin duke u bazuar nё rezultatet e kombinuara tё opinioneve tё matshme tё jurisё. Qё nga 1998, Onufri ka qёnё njё konkurs internacional. Gjithёsesi, prej 2008, ka patur vetёm njё pjesёmarrёs internacional, ndersa dy edicionet e fundit tё Onufrit kanë qënë ekskluzive pёr shqiptarёt. Onufri ka parё shumё artistё tё cilёt i janё rikthyer konkurimit dhe fitues çmimesh qё kanё kuruar ekspoziten apo shёrbyer nё juri. Tё tjerё artistё kanё qёne ish-kuratorё tё Galerisё Kombёtare tё Arteve, gjithashtu edhe pjestarё dhe ish-pjestarё tё stafit tё saj.

Mbase aspekti mё interesant, si pёr artistet dhe pёr publikun, ёshtё dhёnia e çmimeve. Onufri normalisht konsiston nё, njё çmim tё parё, një të dytё dhe një tё tretё. Shpesh, ka edhe njё “çmim special” apo “çmimi i jurise” dhe nga çka kemi parё, ka patur njё herё edhe çmim pёr skulpturen. Nuk ёshtё e qartё cila ёshtё vlera e çmimit, por ka patur referime se nё vitin 2007 çmimi special ka qёnё njё udhёtim nё Milano dhe mundёsia pёr njё ekspozitё. Gjithashtu nё 2007, disa pjesёmarrёs tё Onufrit u pёrzgjodhen pёr nё Bienale tё Venecies.
Nё njё letёr, nё 2008, pёr Ministrin e atёhershёm tё Kulturёs Ylli Pango, fituesi i Onufrit 2007, Fani Zguro shkruan: “Kanё kaluar tre muaj qё nga dhёnia e çmimeve nё Onufer, siç u vendosen nga njё juri internacionale” dhe ai s’kishte marrё akoma asgjё. Ai shkruan qё kjo vonesё “i ka kushtuar atij aktivitete jashtё vendit, dhe rrezik pёr humbjen e ekspozitave nё pritje”. Ai vazhdon tё thotё se fituesi i mёparshёm i Onufrit ka pritur njё vit tё tёrё para sё tё merrte çmimin.

TIRANA.  The 17th edition of “Onufri”, entitled “I Am Art(ist)”  is now taking place at the National Art Gallery in Tirana, and it is much like the previous ones.  So much indeed, that at least six of the Tirana based artists from last year’s exhibition are back this year.

Many visitors to the exhibition have commented that there is nothing exceptional, and particularly nothing new about the recent “Onufri” exhibitions.

One explanation for this could be that since 2007, a certain 14 artists have participated a combined 38 times, with four of the 14 artists having participated three times each in the last four years.  At least six of the Tirana based artists in this year’s competition participated in last year’s competition, and others still have participated in previous “Onufri” competitions.*

A second explanation could be that over the past nine competitions, “Onufri” has been curated twice each by the same two people. Furthermore, other former participants and winners have also been jury members, curators and staff members at the National Art Gallery. A rather incestuous gathering, which over the last years has become an “Albanian Only” affair.  Since 2008, only one non-Albanian artist has been selected to participate, and despite being labelled  an “International” competition, Albanians have won the top prize every year since 2003.

“According to the Onufri 2010 curator Suzana Varvarica Kuka: “This exhibition endeavours to display works that illustrate the conscious and subconscious actions of the artist during the process of formation and execution of the work. The works of Onufri 2010 demonstrate through images some of the themes mentioned in the curatorial concept and some of the features of the physiognomy of art and problematic Albanian life. Also in Onufri 2010 we will become aware of the direction the development and identity of young Albanian artists takes.”  (excerpt from the National Gallery’s new website).  And the first prize goes to Gazmend Leka, an Arts Academy professor, close to 59 years old.

The curator in this case has made certain statements that do not match with the selection and outcome of competition, thus making it possible to doubt the real value of the prizes.

Coverage

By far, the largest source of accessible information regarding the International Onufri Prize is found on individual artist’s CVs posted online.  This makes the task of finding relevant information very difficult and time consuming.  Other information is available, but scattered and incomplete or contradictory, and there is no functional website.

On Youtube.com, there are only 3 clips relating to the Onufri International competition, all of which are from the 2009 edition, and as of December 10, 2010, have a total of less than 600 views combined.

An internet search on Google for “Cmimi Onufri” shows 11,200 results, in contrast to a search for artist Heldi Pema which returns 29,300 results.  A search for “Onufri International Prize” yields only 787 results, or 1/3 of the results that a search brings for “Ali Kali Divjak”, a fish restaurant in Divjak.

Perhaps the best place to find information on the “Onufri” competition is on the participating artists’ Facebook pages.

This collection of information is currently by far the most comprehensive single online source regarding the International Onufri Prize, which is unfortunate.

Management (Curator, jury, artists, prizes)

“Onufri”, began as an exhibition in November of 1993, where everybody could exhibit their work. Over time, it developed into a contest. A committee was nominated to award prizes and in 1998 by decision of the Council of Ministers, the event was elevated into an Annual International Contest. Curators were chosen to select participants and a jury was instituted to award prizes.  The competition is organized by the National Art Gallery and is funded by the Ministry of Tourism, Culture, Youth and Sports and “other sponsors”.

Each year, a curator is selected to organize the Onufri competition. Over the past nine competitions, Onufri has been curated twice by Gallery Director Rubens Shima and twice by staff member Zana Varvarica.  Past curators have also come from Kosovo and Italy.

In general, the curator’s duty is to serve the artists, but they should also serve the public at large and must remain open and aware of both.  By this, we mean not only selecting artworks and how they are presented, but also provide meaningful and accessible information for the public through catalogues and supporting material, which has rarely been done sufficiently in the past – as evidenced from the lack of information available on previous competitions.

Imagine that in 2010, there is still no permanent website for Onufri! (This last fact is actually not surprising…Wikipedia.com still lists Genc Mulliqi as Director of the National Gallery, and he was let go in 2008!)

A jury is also appointed.  The duty of the jury is to select the prize winners.  Typically, the jury must ensure fairness, honesty, and no politically motivated decisions and the prize should be based on the combined opinion of the jury. Often, there is a pre-set list of criteria, and is often based on a scale of 0-5. In this way, the jury need not function as a group, but simply award the prize based on the combined result of the jury’s measured opinions.  Another form of jury is to discuss the artworks at length until a majority consensus is reached.  We do not yet know the process of the Onufri jury.

Since 1998, Onufri has been an international competition. Since 2008, however, there has only been one international participant, with the last two Onufri prizes being exclusively for Albanians.  Onufri has seen many artists return to compete and has seen prize winners go on to curate the exhibition and serve on the jury.  Other artists have been former curators for the National Art Gallery, as well as former and current staff members.

Probably the most interesting aspect, for both artists and the public, is the awarding of prizes.  Onufri typically consists of a first, second and third prize.  Often, there is also a ‘special prize’ or ‘jury prize’ and from what we can gather, there was once an Onufri prize for sculpture.  It is not clear what is the value of the prize, but there was reference that in 2007 the special prize was a trip to Milan and the possibility of an exhibition.  Also in 2007, several Onufri participants were selected to participate in the Venice Biennale.

In a 2008 letter to then Minister of Culture Ylli Pango, “Onufri 2007” winner Fani Zguro wrote: “It is now three full months since the awarding of prizes at “Onufri”, as decided by an international jury” and he has still not recieved anything.  He writes that this delay has “cost him activities abroad, and risks missing unpcoming exhibitions”.  He continues to say that the previous “Onufri” prize winner had waited a full year before recieving the prize.
